Mission Statement and Operating Procedures

Mission
The mission of the DMMP Citizens' Advisory Committee is to advise
the State of Maryland on dredged material placement options in
order to continue the economic viability of the State's ports
while protecting the ecological integrity of the Bay.
Operating Procedures
- Membership on the Citizens'
Advisory Committee is voluntary and open. Members represent
affected communities, user groups, environmental interests,
local governments and interested citizens.
- The role of the committee is
to assist in obtaining public review and comment on dredged
material placement options.
- Organizations and local
governments may designate one person as their official
representative, and will vest in that person the power to
represent their views at the meetings of the Citizens' Advisory
Committee.
- The committee will strive to
operate by consensus. When it is not possible to achieve
consensus, a vote will be taken and recorded, with a simple
majority carrying. A written record of votes will be kept,
including all minority opinions.
- A record of meetings will be
kept and made available to the public.
- The committee will annually
elect a co-chair from among its members. This individual will
serve as the committee's liaison to the Management Committee.
- The committee will meet at
times and in places chosen by the members. Frequency of meetings
will depend on need.
- The committee may conduct
activities such as public forums to inform broader audiences
about the placement options being considered by DMMP, and to
seek public comment on them.
- The committee may request that
particular topics become agenda items; the co-chair will work
with staff to assure that appropriate information is developed
and presented to the Citizens' Advisory Committee.
The committee will be staffed by personnel provided and paid for
by the Maryland Port Administration.
